Article 41A (introduced by the 17th Amendment ) provides that the Constitutional Council shall consist of the Prime Minister ; the Speaker ; the Leader of the Opposition in Parliament ; a nominee of the President ; five persons appointed by the President on the nomination of both the Prime Minister and the Leader of the Opposition ; one person appointed by the President on the nomination upon agreement by the majority of the Members of Parliament belonging to political parties or independent groups other than the parties/groups to which the Prime Minister or the Leader of the Opposition belongs.
